As part of the political compromises to get it passed, the 1968 Fair Housing Act had very weak enforcement provisions.
If someone broke the fair housing law against you and they didn’t voluntarily agree to fix things, you had to hire your own lawyer and take them to court.
It wasn't until 20 years later with the passage of the Fair Housing Amendments Act of 1988 that government fair housing enforcement powers were significantly increased.
